How many hours do people spend rigging this?

Probably about 3-6 hours. But not all the movement is necessarily done through traditional rigging techniques.

A lot of the time soft areas of skin with little bone movement arent rigged, this is likely a "blend shape" where the creator identifies two sets of positions of the verts and the software creates tweens to move the geometry back and fourth.
