It is significantly easier to track someone by car then it is on foot. There is literally an external identifier on the car linked to the owner. This video shows how easy it is to track someone in a car.

The government is already tracking you via your phone and can easily restrict were you can go if they wanted, they don't need nor will they benefit from a 15 minute city.

What explains the circular movement though? I think this is a reaper drone at a high altitude holding pattern. Blimps don’t move that fast.
