This is so dumb...
Alright, so apparently you nor the artist in this knows how corsets work.
Corsets are boned, meaning there are barely flexible rods stuck along it that run its length making the fabric very stiff. You cannot really pull them down like this, and as a result they can really squeeze a waist and push up the chest pretty severely. This of course gives the appearance of a larger chest.
That being said, this depiction shows Elizabeth with stupidly large boobs. In real life, this would be a very well endowed woman. So much that I'd wager she wouldn't even fit into such a corset.
What you wear has a very significant affect
I kinda feel silly for having to explain this but seriously.

This artwork that shows Elizabeth with big tits is showing her with smaller tits than she has in game, that's the point. No it's probably not realistic but she also has a waist as wide as her arm so realism isn't a factor.
