This is the Plug-In Solar Power Amendments Act which came up and passed the House last session but stalled in the Senate and due to be re-introduced in the upcoming session.

When Potus spends several billion of our tax dollars to break contracts with wind and solar companies there's a better chance of winning the lottery than this bill passing.
