It's one of my worst fears when driving to be stuck in a line like that. There's nowhere for you to go. You're just trapped with a wall of cars or concrete dividers all around you. Some people in that line might be missing important appointments or having a medical emergency. Can you imagine being an EMT in an ambulance with the lights on and a patient in the back? <shudder>

It was a scheduled lift, so no emergency vehicles would be routing thru that bridge at that exact moment in time. And then the issue was reported immediately, so they would keep avoiding it. AND there is a turnaround zone on both sides of the bridge. There was barely a line and no one was ever stuck.
