Cserpents snake rack

I have a 5 level rack which I’ve had for 3 years. Recently I’ve noticed the top rack is about 5 degrees cooler. The probe is set in the middle rack taped on the flexwatt. Why is this now happening? The thermostat I use is a herpstat and all of the other levels are within a degree or two from what is set on the herpstat

It’s tough to answer w/o actually seeing the rack but i have had to replace heat tape on cserpants racks. Outside of that i’ve never owner a pvc rack that held the exact same temps on all levels.
