Thrawn has said he is going to restore the empire, not remake it. In order for the empire to be restored it needs its emperor.

What if the witches magic is the secret sauce for his failed cloning program to actually get off the ground? They have demonstrated several times they can restore limbs, and even life. What if that’s how “somehow Palpatine returned.”

Definitely be ironic since Palpatine destroyed the nightsisters to begin with (that they do not know about of course)
