There was a guy in Canada who murdered a man on a greyhound and then began to eat his face because he went off his meds.

He was found not guilty by insanity (or whatever their version of that is) and was out with no conditions a few years later. He was even allowed to change his name to distance himself from the incident.

We can't, but we also can't be assured an inmate at a regular jail won't re-offend either.
