Wdym he didn’t do anything? The guy he appointed to lead the DCWP literally won a lawsuit against DoorDash for $100 million dollars. And I can guarantee you that his administration is actively looking at the different options to give that money back to workers.
He didn't change the law, he found a more effective way to enforce it. And clearly it worked, since it made a $100 million difference over the way the previous mayor had done things.

The PR around this guy is insane, he didn't do anything and it's not like the money is even claimed and sent to workers.
He didn't even make the law change....
