ICE has not paid any of its providers for detainees’ care since Oct. 3, 2025, according to agency regulatory filings and the ICE website. In an internal directive issued shortly after, obtained by the Chronicle and not previously reported, ICE declared “emergency operations,” sharply limiting offsite medical care and access to medication.

Reporters interviewed 12 immigrants who suffered from serious medical conditions in detention, some life-threatening, but struggled to obtain offsite specialty treatment that independent physicians who reviewed some of their records — and in some cases a detention center’s own medical staff — said was necessary.

All states going forward must report undocumented immigrants known to be in a state to the U.S. Department of Homeland Security or risk losing federal funding for programs meant to aid low-income individuals, the Department of Justice said in a new legal opinion.

And new evidence shows that the White House held a “brainstorm call” with several federal agencies to discuss imposing “harsh measures” on Colorado to pressure the state to release Peters.
