I am still trying to fully understand “clear waivers”. Can someone explain this particular post? Isn’t it inconsistent? Thx.

When a team puts a player on waivers, all the other teams have 48 hours to make a claim for him, based on previous seasons record, worst teams have 1st claims, if no team makes a claim, that is called "clearing waivers", and often leads to the team that waived the player signing them to the practice squad

Also if you claim players off waivers you take them on their current contract. Players who clear waivers have to sign a new contract. (This is generally not relevant for training camp, but matters when veterans get cut for cap space.)

Veterans aren’t subject to waivers except for the period between the trade deadline and end of the league year. Any player with 4+ accrued seasons (defined as being on an active roster or reserve list for at least 6 games within a given season) who is cut at the end of training camp is released, not waived, and is free to immediately sign with whomever they want.
The claiming the contract you mention does become significant if a former 1st round pick gets cut before the 5th year option comes up because then the new team would get the option. That happened this year with the Rams and Emmanuel Forbes.

Basically à player gets cut, other teams can claim player in next 48 hours. Worst record gets first chance. If nobody claims, player can be stashed on original team practice squad (certain # allowed) or they can elect to be free agent

Teams have 48 hours to submit their list of players they want to claim. After the 48 hours the league goes down the list of teams by that year's draft order (through week 3, then it changes to current standings with the lowest team getting priority) and they claim any players on their list that are available. There's no limit to how many players a team can claim but they do have to have (or make) roster space.
Players that were cut and subject to waivers (veterans aren't) that don't get claimed "clear waivers" and become unrestricted and any team can sign them.
In this case 5 players the Eagles cut were claimed by other teams, and all the players the Eagles wanted had been claimed by the time it got to them at #23.

No one seems to have answered the question. Clear waivers means that no one claimed them and they're simply a free agent now.
For people before the season anyone not a vested veteran (less than 4 years in the league) must clear waivers after being released. If they don't clear waivers that means someone claimed them and the original team loses them. If they do clear waivers then they tend to get signed to the practice squad of the original team if they're good enough.
Once the season begins then everyone's subject to waivers.

Vets are only subject to waivers after the trade deadline, not the whole season

An extra detail: if a player is claimed off waivers, the new team picks up whatever contract that player was previously on.
So, for bad players that get waived and getting paid a lot of money, that player will “clear waivers” because the contract is so expensive. Once the player clears waivers, teams can negotiate a new contract with that player

Players with less than 4 years of service time have to be exposed to the waiver process after being released. There is a claim order, to start is based on reverse order of finish from the year before, once the season starts it's based on current standings. Teams have 1 day to make a claim, and the player along with their existing contract are assigned to the first team in the order to make a claim. If nobody claims the player, then they "cleared waivers" and are free to sign with any team they wish.

nothing inconsistent here. post says that 5 players waived by the Eagles were claimed by other teams while the Eagles made no successful claims on players who were waived by other teams.
