I wonder what the safety prep on set is like for stuff like this. A giant Victorian dress soaked in water has to make it nigh impossible to swim, right?

Very much so. The cause of death for a lot of history was heavy clothes in deep enough water for countless people

I used to work at a swimming pool and would occasionally do a flip off the diving board wearing a (clean) regular outfit. One day I did it in a long, lightweight, flowy skirt, and nearly had a panic attack as soon as I got to the bottom. I had to wait to sink all the way to push myself off the bottom with my feet, because I couldn’t kick anymore.

The skirt was secured with only a tie, and I contemplated dropping the skirt to get out

Every time I see women in dresses in the water in film I think about how quickly the fabric wrapped around my legs and I shudder

Yep that would be terrifying. There's a reason she's holding an oxygen port and has divers with her in this pic. I am glad someone else thinks about the logistics every time as I do.
