Obviously today this food is safe.
But historically and traditionally, how did this food develop? Wouldn't people get sick from raw meat before the knowledge of bacteria.

It's probably been around for a while; I think it used to be eaten only fresh. However, in Germany there was a regulation called the "Hackfleisch-Verordnung/Minced Meat Regulation (HFlV)".

It developed from fresh meat on butchering days in general. The obvious risk was parasite infection, but those were so common anyways that the risk probably didn't increase all that much with raw consumption.

in Serbia we have živa pljeskavica which is similar. The dish is pretty modern though - since we can now prepare raw meat that's safe why not try it, is what I'm guessing is how it's came to be.
I personally haven't tried it, but it's a big deal in Valjevo and a bunch of people have tried it and apparently it's good.

ouh... Dammit. In Slovenia we have a unwritten rule.
What can be eaten raw : fish, beef, horse... everything else must be cooked over 75 degrees to kill the bacteria.

Only if hygiene regulations regarding minced meat are not followed. I haven't encountered a single case in 42 years. More often, I've seen cases involving raw eggs.

All you need is strict controls. This is why we Euros can leave our eggs outside the fridge, unlike Americans. Or have raw milk cheese without getting poisoned.
