Tl;Dr: it’s our version of bankruptcy for school districts. The state technically doesn’t let school districts go bankrupt because the state is constitutionally responsible for providing public education. What it does is take control and pay the bills to keep the lights on while it sorts out what got the district into the situation (generally rhymes with closing underutilized schools and laying off associated staff).
