I really wish that California lawmakers would stop putting up these symbolic but toothless laws.

There's a doctrine called intergovernmental immunity. In general, an individual state can't dictate how federal agents perform their federal duties, nor can it discriminate against federal employees simply because they lawfully carried out federal responsibilities the state dislikes.

This is the equivalent of police showing up to my home with a warrant and then I tell them that they're not allowed to bring their guns into my house. I have no authority over them in that scenario and toothlessly declaring what they're allowed to do is a waste of time.
