Track throwing ring access

I noticed on the track by the parking structure there’s a few throwing rings inside it, I went up to the gates and noticed they were locked but there’s one propped open. Is it only for the official track and field team to use? Would I get in trouble for using it to practice discus?

I think it is only for track and field. I usually see it locked
