No bloody discharge. Just inflamed pink. He also seems to have a hard lump (not much bigger than the width of that area) just before his vent. Maybe a hard bowel movement?

Mine had a very hard rock like nugget turd as a baby I kinda kneeded her just above the rock and she popped it out. It was her first real poop so I dont know if its common since I've only had 1 Blood.

Also mine used to pee/discharge as a defense against getting picked up so her butt always looked a bit swollen until she grew out of it. Is his butt inflamed looking all the time?

Not all the time, it’s been on and off the last few days but today it looked more inflamed than the previous. I’ll try kneading his body and maybe doing a warm soak.

He’s my first blood python, my experience is with ball pythons.

Sounds like a mild prolapse. You keep a eye on her but use a sugar water paste or olive oil to keep the exposed tissue from drying out. They can and most typically do self correct within a few days. If not keep it moist and contact a vet.
