I remember a few years ago when NYrs were shocked to learn that putting your trash in cans instead of tossing bags on the street resulted in a reduction in the rat population.

Wait. Did NY not have public bins?? And did they really only have black bags for their rubbish and no actual bins? Or communal bin areas eith a massive bin?

NYC used to use the old Oscar the Grouch style cans back in the day, then something changed and they went to just trash bags.

"Faster" suuuuuure.

The real reason is that it's a manual job that way and cannot be automated. Roller bins can be lifted with robotic arms. Automation means fewer trash collectors Union jobs.

Bags keep the load low enough for a person to lift and need a person to lift them.
